The Nigerian Air Force (NAF) has unveiled a Civilian Harm Mitigation and Response Action Plan (CHMRAP), a groundbreaking policy designed to minimise civilian harm during air operations.
Chief of Air Staff (CAS) Air Marshal Hasan Abubakar unveiled the document during the NAF 61st Anniversary Day Seminar in Abuja on Tuesday, 20th May, 2025.
The seminar was themed: “Optimizing Civil-Military Relations in a Joint Operational Environment for Enhanced Air Operations.”
According to the NAF chief, CHMRAP reflects NAF’s commitment to precision, accountability, and respect for human life in conflict zones.
“This bold initiative formalises our operational values and reinforces our dedication to democratic ideals and the protection of civilians,” Air Marshal Abubakar told guests.
The seminar also featured keynote addresses, expert lectures, and engaging discussions aimed at strengthening civil-military relations for more humane and effective air operations.
